Massachusetts already has a mandated-enrollment state health insurance plan. The plan offers subsidization of premiums for individuals and families with incomes less than 300% of Federal poverty levels. The fine for not purchasing health insurance is $1,068/year per individual filer. (Joint filers or spouses filing separately pay 2x that amount in fines per year.)

There are also caps on out-of-pocket expenses.
