Syria welcomes controls on weapons
WASHINGTON (MarketWatch) -- Syria's foreign minister on Monday said he welcomes a Russian proposal to put the Middle Eastern nation's chemical weapons under international control. Syrian Foreign Minister Walid Moallem's comments came in Moscow, CNN and others reported. Russia earlier Monday urged Syria to hand over its chemical weapons, which the U.S. accuses Syria of using in an attack against its own people in August

markets pushed higher on the optimistic news that might avoid America's attacking Syria featuring slightly lower fear driven assets such as oil, metals, interest rates ... although the relatively most gaining market remains the more speculative tech sector paced by gains in Apple driving the NASDAQ TO NEW 52 week highs as opposed to the lesser gains in the blue chips aka the DOW
