Are banks and the US Treasury preparing for an imminent collapse or civil war?

"On Dec. 10, it was revealed that the United State Department of the Treasury is submitting a solicitation for $200,000 worth of survival packs that are to be purchased and available for every member of the Office of the Comptroller of the Currency (OCC). In addition, the reasoning behind these purchases is being documented as the need for employees to have access to survival gear and tools when they travel offsite to visit banks throughout the country, and perform regulatory reviews of their financial accounting and quality control.
Just as many government agencies have purchased handguns, assault rifles, and billions of rounds of ammunition over the past five years, the questions that comes to mind are why all of a sudden is the Department of the Treasury, which primarily contains financial experts and not military or security personnel, seeking to purchase and store survival gear to be used for business travel within the confines of the United States? And also, why is this measure being taken shortly after the G20 meeting of economic nations where a resolution was passed instructing all countries to pass legislation allowing for the confiscation of customer accounts and deposits during the next banking crisis?
The Department of Treasury is seeking to order survival kits for all of its employees who oversee the federal banking system, according to a new solicitation.
The emergency supplies would be for every employee at the Office of the Comptroller of the Currency (OCC), which conducts on-site reviews of banks throughout the country. The survival kit includes everything from water purification tablets to solar blankets.
Survival kits will be delivered to every major bank in the United States including Bank of America, American Express Bank, BMO Financial Corp., Capitol One Financial Corporation, Citigroup, Inc., JPMorgan Chase & Company, and Wells Fargo. - Washington Free Beacon
Perhaps it is not coincidence that several geo-political events now occurring at the same time foreshadow a crisis or collapse to happen in the very near future that will cause citizens to possibly revolt against the government or the banking system, similar to the rise of the Occupy Wall Street movement that occurred shortly after the 2008 credit crisis and taxpayer bailout.
Ebola, civil wars in Spain and Ukraine, economies like those in Venezuela and Argentina on the verge of collapse and hyperinflation, and growing currency wars in Japan, Europe, and Russia are just some of the growing chaos that have in the past preceded major economic collapses, and which are percolating to the surface here in late 2014.
When a government or government agency begins to prepare their employees and offices to use equipment, weapons, and policies outside of the normal realm of their mission and purpose, regular citizens need to take this warning seriously. And while there is plenty of documentation showing where FEMA was not prepared for what took place several years ago in New Orleans after Hurricane Katrina, seeing the Treasury Department submit a purchase order for survival preps is a big omen that could very well mean that the government knows something big is coming, and they are willing to spend taxpayer dollars to prepare for it."
