my jeffolie view: wrongdoing bankspay small sums and escape jail for crimes such as robosigning forgeries, essentially stealing homes getting immunity from jail plus Obama sponsored, backed bank bailouts to provide the funds for the small sums given to homeowners caste out by evil wrongdoers ... this reeks of unjust enrichment without punishment.
The cliche appling: “It's easier to ask forgiveness than it is to get permission”
The evildoers, the thieving banks ignored 'due process' protections and got essentially a federally funded slap on the wrist after destroying the American Dream importion homeownership causing torn marriages, untold anguish for years.

(MarketWatch) -- Payments to 4.2 million borrowers whose homes were in any stage of foreclosure in 2009 or 2010 will begin Friday, the Federal Reserve and the Office of the Comptroller of the Currency said Tuesday. The payments, which will range from $300 to $125,000, will be sent in several waves and are expected to be completed by mid-July. The regulators had previously announced the payments, which replaced a program that had consultants review foreclosures for errors. The payments come on mortgages serviced by 11 of 13 big servicers and will not prevent borrowers from taking any legal action related to their foreclosure. The regulators still have not reached agreement on ending the independent foreclosure review with OneWest, Everbank and GMAC Mortgage.
