Ahh... but the NFL does penalize Tom Brady and Peyton Manning. It's called the draft. And it's also called the Cap. Because Tom Brady and Peyton Manning do well, their team gets a lower position in the draft everyyear, meaning that they don't get the star recievers to catch those balls. It's not equivalent to throwing left handed- but it does account for dropped balls on the other end of those throws. The salary cap works in the same manner- Patriots and Colts are punished by the overachieving overearning QBs in that they have less money to offer receivers.
The important point here though is this: why do the draft and the cap exist? To encourage parity for the sake of competition- because the NFL is a league - working in unison to grab as much attention as it can from the NBA and MLB. It did not see fit to let it's winning teams monopolize new talent so that struggling teams were put out of business and the league shrank.
This is nothing like how the US economy is run, encouraging the lowest participating members of the economy(working poor) to be able to attain more market share (money) at the expense of the most successful participating members of the economy (successful corporations) so that the whole US economy can be more competetive with it's competitors (globalization, China, India) thereby enriching everyone- (the successful US corporations included!) - ... well that just does not happen.
