Retaliate. Arizona actually has California by the balls.
Arizona should tax every truck passing into California like $100.
In winter trucking on I-10 means no hazardous driving conditions like on I-80 with all those mountains and snow. If forced to drive on I-80 through Nevada it could add a thousand miles to a trip going to California. It would be cheaper to pay a $100-$500 tax then adding a thousand miles to a trip.
California also receives quite a bit of energy and water from Arizona. They actually receive a disproportionately large amount of water from the Colorado River (which runs exclusively in Arizona before hitting the California border, so that water is ours). Tax those exports going to California. Arizona would be rolling in $$$$$$$$$.
If an embargo is legal under the dormant Commerce Clause, then so are tariffs and toll road taxes.
