The Horizon Project is an organization made up of industry leaders, including former senior vice president of IBM, Ralph Gomory, who have come to recognize that America is losing in the arena of trade. The most interesting part of this is that some previous advocates of free trade have now come to realize that "free trade" is not always a win-win situation, and that there are losers. And one of those losers is the United States.
Among their premises is that our trade policy should be directed to benefit the United States as a whole, not just multinational Corporations, that education is not the solution to our trade deficits & job losses, and that solutions do exist to greatly reduce (if not eliminate) American job loss from globalization. Below is a quote from the Horizon Group's 2/1/07 press release:
"Highlights of the report, which may be found at www.horizonproject.us, include:
Trade/Economic Growth: ‘The nation’s record and still growing trade deficit.’
The U.S. must find ways to strongly encourage companies to create high value-added jobs, invest in workers skills, and develop advanced research-based products and services. To accomplish these goals, the U.S. should implement responsive changes in the corporate income tax.
The U.S. should separate trade negotiations from trade agreements enforcement.
The U.S. must act to balance its trade account, and should consider adopting a trade deficit cap."
More interesting is that the Horizon Group is influential enough to have had an impact on Congress. They have met with a number of House members and Senators, and their message is being heard, and their suggestions are finding their way into legislation.
A simpler take on Gomory's newly found opposition to free trade can be found in William Greider's article at the Nation.
