While its not quite a pardon, Bush today commuted Libby's sentence citing that its too harsh.
Didn't they used to hang people for treason?

This may actually be worse than a pardon. This allows the appeals process to continue, and allows Bush, Cheney, and other White House officials to claim a "refusal to comment on an ongoing case." If Bush had simply pardoned Libby, the case would be over and there'd be no further excuse for stonewalling on related issues. As it stands now, the appeal is still "ongoing," and they can refuse to answer questions on anything even vaguely related to this case.
I'd still like to find out exactly what the motivation was to issue the commutation almost immediately, rather than wait a little longer. There must have been some underlying motivation to commute this immediately.
