WTF is going on?

The H1B visa plan needs to be completely eliminated, or at least suspended. There is no possible justification for bringing new workers into the country in a year where we've lost over 2½ million jobs.
That's especially true in the financial industry, which suffered the biggest number of losses.
Our government and legislators need to stop wondering around in a blind stupor like a bunch of trained seals, and start taking simple, logical action. It doesn't take a 647-page bill to stop H1B visas.
All it takes is a 1 paragraph bill to say the following: " 1) No new applications for H1B visas will be accepted until further notice, and 2) No new H1B visas will be granted until further notice. 3) No current H1B visas will be renewed or extended until further notice. 4) There are no exceptions to this rule under any circumstances."
What's so hard about that?
Now, if it was up to me, I'd add the following sentence:
"5) Bill Gates and the pseudo-US Chamber of Commerce can go to hell if they don't like it."
