Yes, yes, and YES. And that's why we need Tariffs. And that's why they need to be REAL HIGH-- as in 100%, or even 200% on China. No amount of stimulus will do us any good at all if it leaks out into import demand creating jobs overseas. Keynes nailed this idea before any of us here were even born. But our "man-of-the-world" president Obama is too worried about his global popularity to see this or acknowledge it. And at the same time, members of Congress and the Senate are also too worried about their re-election and their big-money globalist Corporate campaign contributions to do anything about it.

But can we legally do so while members of GATT. Certainly though when the WTO makes a ruling we can use the tariff to the maximum. Bush did this with hangers and two hanger companies closed down since the 80's started up again.
I think we really need to aggressively push how GATT limits or democratic ability to protect our citizens, if it be consumer protection, tariffs, or checking food at the ports.
Many solutions to what ails are outright illegal. For example, GATT rules only permit inspection for quantity not quality. One can examine number or weight of a product but not if it will kill your dog and newborn.
