Federal “Cap & Trade” of “Carbon Credits”?
I’ve been given to believe that it is feasible to monitor the extent of enterprise’s pollution of air and water and land. If that’s actually true, then "Cap and Trade" is truly feasible.
The next questions are:
How the government determines monthly caps for each power producer?
How does the government distribute the carbon credits that it issues?
How do we penalize those entities whose pollutions exceed their ability to pay their “carbon credit taxes”?
I suppose that individual utility companies’ caps could be determined by their method of billing their customers; so much Carbon Credits, (i.e. CCs) per kilowatt hours or per thousand cubic feet of gas that they bill their customers?
How then do we monitor and cap large scale entities that produce their own power to produce products?
I suggest what many may perceive to be a radical method for distributing the monthly national allotment of CCs. I believe federal CC accounts for individual legal residents are feasible. The government would issue a credit card to each of those individuals or their legal guardians.
It would be illegal to use these accounts as loan collateral or to contract to purchase, sell or trade future monthly federal deposits to these individuals’ accounts. Individuals could sell or trade away only their accumulated CCs. They could also use CCs to pay a portion or possibly their entire utility bills.
Utility companies are going to need CCs to pay their carbon credit taxes which could only be paid by CCs; from power producers, money could not be a legaly substituted for CCs to pay their CC taxes.
