Most other rich countries rate higher on indicators of child well-being than either Britain or the United States. The ordinary policies in Britain that led to what many Americans would consider extraordinary results were these: an increase in the national minimum wage (currently about $9.70 an hour, compared with our $7.25), tax incentives to encourage single parents to move into paid employment, increased public benefits for parents, provision of universal preschool and regulations making it easier for parents of young children to request flexible work schedules”.

Here's a couple the globalist billionaire family who owns the NYtimes forgot.
1) Stop importing millions of impoverished 3rd world peasants. The parents are illiterate and often comes from cultures where education is not valued and makes educating their children a pain the ass. Look at the drop out rates in LAUSD for Hispanics.
2) Stop send our manufacturing jobs overseas and bring others back. Blue collar jobs used to be a stepping stone for HS grads and paid well.
3) Stop paying children for having babies. After the first bastard child no more welfare or food stamps. Get you tubes tied or get Norplant.
4) Pay other women for getting their tubes tied, especially if they are drug addicts, career criminals, insane, etc.
5) Once a woman is on welfare she will not get additional money and aid should she have another child. Failure to do so, encourages Moral Hazard. Our inner cities are classic examples of this insane policy which is unsupportable and has created a permanent and violent underclass.

Maybe they shouldn't even pay them for the first baby? All you're doing is giving them a taste of free money, and getting them started on their careers as freeloaders. If they thought they would have to be responsible for al their decisions from the get-go, they might pause a little before taking the big leap.
When it's your a$$, you think a little harder.
And you know I'm not descriminating, because I used to walk in their shoes. There is a certain degree of "pre-thinking" that you follow through with. I remember thinking, "Oh well, I'll just get an abortion", which is exactly what I did, when the problem hit me directly in the face. Worst decision of my life - absolutely! .... but the "pre-thinking" set me up for it.

How about companies entering towns with low child poverty have to buy Child Poverty Certificates (CPC), and companies in high child poverty towns can sell their Child Poverty Certificates (CPC). These CPC's can be sold on the OPEN MARKET, making it more palatable for the neocons to swallow cause we repackaged socialism with the weasel-words "OPEN MARKET" and the righties are too stupid to notice (some are actually).
