We have always had tariffs until the last 30 years. The tariffs are hard to set fairly, and have been the subject of lots of negotiations in CONgress, which just means more lobbying and bribes.
Inspections - paid by the importers - will be based on the complexity of the product. A tanker full of gasoline would need only a sample from each compartment, while a food or drug would require extensive chemical analysis and testing - to assure our safety.
The more complex a product, the more the need for expensive inspections, which makes US products more competitive.
Extensive inspections reduce the need for arbitrary tariffs to protect and re-grow our industries. Inspections require hiring of all kinds of workers - just what our economy needs.
Inspections and bringing manufacturing home may well contribute to inflation, but we'll stop the draining of our wealth.

But it won't raise any revenue, which is one selling point for Tariffs. And they would almost certainly be short-circuited by any agency performing them--either private or Government.
