$1250 grants+0% loans solar in LA County
Small solar ... small solar is what I label individuals or very small businesses and apartments installing solar electric systems on their property for their own electrical needs.
Small solar gets a free $1250 and maybe 0% loans in Los Angeles ... this area has not yet installed significantly small solar systems which mostly have been for the rich, 1% that can risk the large upfront spending to get the above average rate of return [ 4 year return of capital or 20% ROI in MY HOME solar electric system ].
Leased solar systems have advertise extensively recently for small solar offering to install for 0 down ... I personally do not favor leased systems but then again I intend to own our home until death as evidenced by the current lifetime roofing project going on as I write this.

Financing Terms:
• Types of Upgrades: Energy efficiency and solar
• Interest Rates: Starting at 2.0% fixed APR
• Payment Duration: 5 - 15 years
• Financing Amounts: $2,500 - $50,000
• Type of Loans: Secured and unsecured available. A UCC-1 lien may be required.
• Other: No prepayment penalties or closing costs. Loan value may equal full amount of qualifying scope of work (not including rebates and incentives).
Program Details:
•Residential, single family detached properties only.
•Energy efficiency projects must be enrolled in the Southern California Edison (SCE) and/or Southern California Gas (SoCalGas) Energy Upgrade California incentive program.
•Solar projects must be installed concurrently or after the installation of energy efficiency measures and must be enrolled in the California Solar Initiative (CSI).

• Payment Terms: 15-year fully amortized
Program Details*:
•Subject property must be located in a CHF Member or Associate Member County.
•Subject property must be a single-family 1-4 unit residential property.
•Applicant(s) must meet income limits.
•Applicant(s) must have a current source of income.
•Applicant must be current on their mortgage and property taxes.
•Available only to residents of the City of Palmdale
Additional Benefits:
•CHF provides a grant of up to $1,250 to eligible homeowners. This grant, in conjunction with the CHF Loan reduces the cost of energy efficiency home improvements.
