California Rings In New Year With 800 New Laws
More than 800 new laws will go into effect in 2013 in California. The new laws cover a vast array of issues including internet privacy, giving drivers licenses to children of illegal immigrants, banning psychotherapy for young gay teens and the use of dogs when hunting bobcats or bears.

SACRAMENTO — From immigration to online privacy to even driverless cars, hundreds of new laws go into effect at midnight in California.
Depending on what you’re driving in 2013, you could save a few bucks when it comes to getting your smog test.
Cars made in the year 2000 or later will no longer require a tail pipe emissions test. The new law is meant to save motorists money and time.
And while you’re on the road, watch out for driverless cars. In 2013, they’ll be allowed on public roads, but just for testing purposes.
The cars won’t be completely unmanned either — someone must be sitting in the driver’s seat just in case.
When it comes to your privacy online, a new law will offer an extra layer of protection from your boss.
California will prohibit employers from obtaining usernames and passwords from employees’ social media accounts in the new year.
Inspired by the Jerry Sandusky scandal, a new state law will require coaches and administrators in public and private schools to report suspicion of child sex abuse.
The new year will also bring increased access to birth control.
Registered nurses will be able to start handing out drugs like the pill without a doctor’s signature or prior visit.
On immigration, young undocumented immigrants who qualify for President Obama’s deferred action status will be able to get a California driver’s license.
In the new year, clergy members who are opposed to gay marriage will be exempt from performing same-sex marriage ceremonies.
And on the topic of gay rights legislation, there’s a possible setback for 2013.
A bill signed into law banning a form of psychotherapy aimed at turning gay teenagers straight is now on hold until further notice.
The outlaw of this type of conversion therapy is being challenged in court and is currently under constitutional review.

California's New Laws for 2013 - Segment 1
AB 16 - High-Speed Rail Authority. Sets a policy for the High-Speed Rail Authority to encourage purchasing high-speed train rolling stock and equipment manufactured in California consistent with federal and state law and continued investment in California businesses.
AB 40 - Elder and dependent adult abuse, reporting.
AB 41 - High-Speed Rail Authority, conflicts of interest, disqualification.
AB 45 - Charter-party carriers of passengers, alcoholic beverages, open containers. Requires that bus and limousine drivers be held responsible for telling all underage passengers that drinking alcohol is illegal. If alcohol is being transported in a bus or limousine with underage passengers on board, a person at least 25 years old must be on board to guarantee there is no underage consumption.
AB 53 - Insurers, procurement contracts, minority/women/disabled veteran business enterprises. Requires major California Insurance industry insurers to encourage greater economic opportunities for women, minority, and disabled-veteran business enterprises by reporting data to the Insurance Commissioner.
AB 57 - Metropolitan Transportation Commission.
SB 81 - Budget. Budget Act of 2011.
SB 83 - Budget. Budget Act of 2011, Citizens Redistricting Commission.
AB 102 - Budget. Contains necessary statutory changes to achieve savings assumed in the 2011 Budget Act for the Department of Health Care Services (DHCS), Department of Mental Health (DMH), Department of Public Health (DPH), and the Managed Risk Medical Insurance Board (MRMIB).
AB 103 - Budget. State cash resources.
AB 106 - Budget. Makes statutory changes necessary to implement human services-related portions of the 2011 Budget Act.
AB 112 - Budget. Contains necessary statutory and technical changes in the area of state government in order to enact modifications to the 2010 Budget Act.
