It seems like it should be mandatory that U.S. taxpayer money never, ever be spent by the United States government to purchase products from a foreign country. Period.
It's bad enough for consumers to "voluntarily" buy imported products made in a foreign country. But it's even worse when U.S. taxpayer money is involuntarily given to American-owned companies to eliminate American jobs with this involuntarily confiscated taxpayer money. If the government is going to spend taxpayers' money, 100% of it should be spent on American products that are produced in the United States by American workers.
This kind of action with India is literally a policy of paying American companies with American taxpayer money to eliminate the American jobs and income that tax revenue comes from. This is about as hypocritical and counterproductive as you can get.

taxpayers should demand that every effort should be made to keep taxpayers money on shore for government purchased goods and services
