If the American People did wake up and rise to their Civic Duty and their Social Responsibility, they would need a national tool and place to express their will.
This place should be universal, in the American context, which would mean, (in my opinion), it would provide access and opportunities, in the operation of government, to "qualified" citizens of good heart and mind...above and beyond the town hall. (Though one might argue that the town hall is the ideal venue for the exercise of The People's Will in Our Government. But would that serve Us well on a national level?)
This "qualification standard", within "good heart and mind", would include being registered to vote and certified as competent to make reasoned votes for the structure and content of American Society's Government Process. These "qualifications" should include all the social party and political mindsets that comprise American Society...from Left to Right and all around.
In other words, though some competency in political and social structure matters should be met, this American People's Plebiscite should be open to all citizens who care enough to be involved in the workings of their nation.
Within this plebiscite should be an area that allows discussion of the issues, (perhaps in the spirit of "Consensus" process and "Win Win Thinking". Then it should have an area where a vote is taken, with public results so that everyone can see where they are in relation to others. This function could exist in many existant sites, because of its preparatory and investigative nature. (Even here...all that would be needed is a poll section of some sort.) This would be the "taking of the pulse of The People".
After an issue has been thoroughly chewed and digested by We The People, say over a standard length of time which also could be decided by The People, then the issue could be brought up for a final vote.
At first all of this activity merely serves as "practice" and "education" for The People. It would be a good structured way to learn...which is what We all really need to do.
Then, it may come to pass that this plebiscite function will come into a very needed focus, (in my opinion), as an actual decisive factor in the operation of Our Government and Culture.
It may come to pass that We The People achieves, through Our participation in these important matters, a true functional place in the operation of Our Nation. The American People's Plebiscite would become a full third partner in Congress, as the "Third House of Congress". I think it would be desirable for Our Sacred Constitution to open this door and opportunity...which would be the first task at hand in the establishment of The Plebiscite as an equal partner in the legislative body of Our Country.
Direct Democracy would begin. A better nation would result. We would eventually learn to not get bogged down in endless repetitive argument and find ways for most well intentioned mindsets and belief systems to have a place in Our Land.
All of this is just some of my opinions of course. Opinions arrived at through my personal experience as an American Citizen in relation to the Federal Monopoly Capitalist Representative Government System of America.
Of course this whole thing is a waste of time, if We The People, the Common Men and Women, dont break their psychological bondage to the new world order and act on their responsibilities like they should.
